Communications Threat Assessment Protocol–25

CTAP-25 is an evidence-based, reliable and defensible structured professional judgement tool for the initial threat assessment of concerning communications. Training in its use is now available as a self-directed eLearning package, which you can access here.

Designed for risk managers in the private and public sectors alike, CTAP-25 is effective at: 

  • Identifying communication and contact most frequently linked to unwanted safety, welfare and reputational outcomes. 
  • Focusing resources and attention on the highest priority communication and contact, so reducing the likelihood that anxiety, time and resources are expended on low priority cases.    
  • Embedding a structured approach to the receipt of concerning communication from the general public, customers, service-users and fans. 

The instrument has the advantage of being a general risk instrument, considering a broader range of risks rather than simply that of violence. It is designed to apply to offline and online communications; it incorporates standardised approaches for recipients of communications and for risk managers, and it has been evolved over a number of years through practical application, which renders it straightforward and user-friendly.
